Goals of human resource development: there are specific goals for human resource development to achieve in an organization. All leaders within an organization should become visibly involved in the human resource development programs affecting organizational culture change and evaluating and articulating policies that govern diversity.

Facilitating organizational effectiveness: to ensure that adequate number of persons with sound industry back ground and experience both in generalist and specialist are available at different operative and supervisory and managerial levels in orders to facilitate organizational effectiveness.
