It represents a system approach to the personnel in which the emphasis is one of the interrelationships among various personnel policies and programmes.

It results in the development of policies, programmes and producers for the acquisition, development preservation and utilization of the organization's human assets.

Planning for human resources is the prime responsibility of the management to ensure effective utilization of present and future manpower. Manpower planning is completely to organization planning.
