A hospital adopted a policy prohibiting employees from (1) soliciting and distributing materials to coworkers during work time and in patient care areas (including areas adjacent to patient units) at any time and (2) soliciting and distributing materials to all nonemployees at any time throughout the entire hospital. Additionally, a nonemployee organizer who was sitting on a bench in front of the hospital waiting for a ride from an employee was ordered off the hospital's property. ULP charges were filed.
