Handling file that was uploaded from a PC, COBOL Programming

I uploaded a file from PC to Mainframe, variable LRCL 256. In my COBOL program I defined it as FD INPUT-FILE
LABEL RECORDS ARE OMITTED
BLOCK CONTAINS 0
RECORDING MODE IS V
DATA RECORD IS INPUT-REC.
01 INPUT-REC PIC X(252).
I am getting return code of 46 when I execute my program. Can you please help.
