In time of crisis, many organisations cut down their costs in order to stay in business. One of the costs that some organisations will cut first is their training and development budget. This may be detrimental to the organisation as lack of training can lead to loss of productivity and lack of performance.

(a) According to the above statement, many organisations believe that training is a cost rather than an investment. Explain how far you agree with them.

(b) In times of crisis, explain how training and development can be carried out.
