Consultants are professionals with required skill, who can be employed on project basis. Growth of consultant profession is of recent origin in India. The procedures to choose a consultant is laid down by external financial institutions particularly, the World Bank (which have been adopted by other financial institutions also). These procedures are also being widely followed for   procuring   services   of consultants   employed   on   Government   of India/State financed assignments also.

Consulting services refers to services of a professional nature provided by consultants  using  their  skills  to  study,  design,  organise and  manage projects.
