No. FCA do not account for these types of expenses. Noise, for instance, is a kind of social cost associated with solid waste management. A community might include trucks going up and down the street due to a demanding waste management program. It be a real cost, but it is not simply measurable. FCA also do not embrace the costs of environmental impacts, such as air emissions related with methane gas that may subsist coming from a landfill. While these costs are not quantifiable throughout FCA, they are still vital considerations that communities might inspect when making their decisions.
