Competition: To protect the community against harmful needle injuries Yarra council has already implemented the syringe management plan. Hence they are seen as a better council that considers their residence safety as a first priority, compare to Maribyrnong council that has not implemented any changes despite statistical information showing a high proportions of the Maribyrnong residence are at greater risk of syringe injuries (Miller, 2001)
Demographic influence: There is a wide verity of factors which may affect the plan, particularly today's economic crises. For example Maribyrnong may not necessary prioritise the need for the implementation of syringe management plan as they may have limited budged due to the recent financial climate.
Past and future trends: To address this, Kathleen Falster and John Kaldor used surveys in order to investigate what the effectiveness of syringe management plan would be. It was discovered that by 2015 50% residence will be at lower risk of syringe related injuries such as HIV, hepatitis A, B and C ( Falster & Kaldor, 2009) if the plan is implemented.
