Define Hand Tools for Underwater Inspection of Bridge?

Hand tools involve scrapers, wire brushes, chain and wire ropes. Tools of this kind are suited in which cleaning is confined to smaller areas. They are improbable to cause any harm to the structure itself. The disadvantages are that they are slow to use; some hard foulings cannot be removed; and prolonged use leads to diver fatigue.
