Question: Police stopped Royer at the airport because they believed that his characteristics fit the so-called "drug courier profile", took his ticket and the driver's license, and informed him that they were narcotics investigators and that they had reason to suspect him of transporting narcotics. Without returning his airline ticket or driver's license he was asked to accompany them to a small room adjacent to the concourse. Without his consent one of the detectives retrieved his luggage from the airline. While he did not respond to the detectives' request that he consent to a search of the luggage he produced a key and unlocked one of the suitcases in which marijuana was found. They found marijuana in the other suitcase also. Then he was placed under arrest. I. If you were the judge would you rule that both the search and the arrest were valid? II.
