Background
As a project manager, it is important to understand the need for clearly defined metrics to measure the performance of the project. The project team collects data related to these performance measures during project execution to determine how the project is performing and to take corrective action if necessary. In your reading, you learned that predictive (traditional) project management approaches measure the performance of the project differently than adaptive project management approaches. An Agile project management approach to measuring project performance looks at value-based measurements rather than predictive measurements. The tools and techniques can be quite different as well. It is possible to implement EVM in an agile environment using only three basic parameters: backlog, velocity per completed iteration, and cost. For most projects, the concept of release can help define scope and estimate the PV.
