Xavier High School, a public high school in the City of Waterloo, has decided to implement a new performance management system for their school's support staff (i.e., all non-teaching staff, including 1 principal, 1 vice-principal, 1 secretary/office professional, 1 guidance counsellor, and 1 librarian). The Waterloo School Board Administrators (WSBA) hope that the new system will help align individual support staff objectives with the overall school board (i.e., organizational) objectives.
However, support staff are skeptical that a new performance management system will be beneficial and question the value of implementing a system. Some support staff think that a scored performance management system (e.g., graphic rating scale) is preferred, while others think regular/cyclical check-in "discussions", that aren't scored, would be more effective.
WSBA Organizational Objectives:
- Increase student enrolment
- Improve student success (i.e., average grades and graduation rate)
- Enhance employee and student wellness (e.g., health and safety of students and staff, and overall psychological and physical wellness)
- Innovate and improve (e.g., implement new technological tools/enhancements)
The WSBA have reached out to you, an HR Consultant, to develop an appropriate performance management system for the Xavier High School support staff. In particular, you have been asked to provide the following:
An explanation of the value of performance management systems for organizations, and in particular, the potential value of a performance management system for support staff at Xavier High School.
A recommended performance management system for the support staff at Xavier High School. In your recommendation, be sure to include:
- The performance management "cycle" (i.e., the process, its components, timeline, and any other considerations);
- An explanation of up to two (2) performance appraisal tools/methods that would be utilized;
- An explanation as to why each of the recommended tools/methods are appropriate; and
- Given the tools/methods that you have selected, summarize what you believe will be the anticipated outcomes (e.g., what will the result of the performance management system be and how will it positively impact Xavier High School, in support of its Organizational Objectives?).
