Probation is a common alternative to jail or prison time that allows individuals to stay in their community under supervision. While the idea is the same across many countries, how probation is handled can vary a lot. This paper compares the probation systems in the United States, the United Kingdom, and Norway. It looks at how they are different, how they are similar, and which approach seems most effective. One major difference is how probation officers operate. In the United States, probation officers often act like law enforcement. They may carry weapons, check on people at their homes, and deal with a high number of rule violations, called technical violations, which can send someone back to jail (Pew Charitable Trusts, 2020). In contrast, the United Kingdom uses more of a social-work approach. Officers help with support services like housing and jobs, though they are starting to use more technology like ankle monitors (HM Prison and Probation Service, 2023). Norway takes an even more supportive approach. The focus is on rehabilitation and reintegration, not punishment. Their probation officers work closely with people to help them succeed in the community. Norway also follows the "principle of normality," meaning life in probation or prison should feel as normal as possible. This includes allowing people to keep many of their rights and access support (Kriminalomsorgen, 2023).
