County Foster Care Agency (CFCA) conducted a focus group with former foster youth in their county to assess the independent living services needed by "emancipating youth" in the area. According to the director, approximately 50 foster youth emancipate in the county each year. This means that they "age out" of the foster care system when they reach their 18th birthday and become legal "adults." The CFCA was able to locate and contact 53 former foster youth who emancipated within the past three years.

Of those, 13 former foster youth agreed to participate in the focus group; eight of these former foster youth had received services from a transition program offered by the CFCA, and five had not received those services. The focus group was held in a meeting room at the CFCA administrative offices and participants were given refreshments and a $25 gift card to a local department store. Written informed consent was obtained from all participants. An experienced clinical psychologist was the mediator for the group and was assisted by an MSW student. The focus group was audio-recorded and transcribed. Three open-ended questions were asked of the group:

1) How has life been since aging out of care?

2) What are your plans for the future?

3) What do you currently need to accomplish your goals?
