Question: How can we measure (or even know) if the ethical theories we have been using are successful? For example, before a decision is made utilitarian ethical evaluation is based on predictions. After the event, evaluation is based on a partial knowledge of the outcomes for a variety of people. We therefore have the problem, typically occurring when evaluating planning systems, of whether we judge the process of decision-making and implementation or the results.
