One of the main reasons is because the medical model has dominated the health care setting as a biomedical model. This means that healthcare has been focusing on disease treatment instead of disease prevention. This has led to preventative strategies being underinvested. Another reason is there are financial constraints in this area. Insurance companies and government funding commonly doesn't cover the health education services, so it isn't as easily accessible or financially feasible for members of the public to use them. Another reason for this, is the time constraints in clinical practice. Healthcare professionals such as doctors and nurses are under a lot of time pressure, so they feel the need to diagnose and treat conditions as quickly as possible. This leaves less time for patient education and preventative measures to be utilised. Also, there is a shortage of trained health instructors in clinical settings. In public health and community settings, there are many positions for health instructors. However in hospitals and clinics there are fewer opportunities and limited funding in these positions. Finally, there is also a fragmentation of care. This means that there is a lack of coordination between primary care, hospitals and public health. This fragmentation makes it difficult to implement health education strategies across all.
