I believe the difference between homework and lesson enrichment is necessity. Some students really enjoy extra material in their favorite subjects, while others would rather spend their time on other things. Homework is a requirement for students and if they don't submit anything they will get a zero. Enrichment is more of an optional part of an assignment. An enrichment exercise may come up in grading as extra credit or it can be graded, but this sort of assignment is done best when the students are already engaged in the material. Making something sound like work makes no one want to do it, and if it is on the grade it can be stressful for students who can't do lessons at home because of distractions or lack of technology at home.
