Assessing Child Learning & Development

Students will work in groups and select one case study from the five scenarios provided. Each case represents a complex early childhood assessment context requiring educators to critically analyse assessment practices and develop an evidence-informed response.

Case Study 1

Noah is a 4-year-old child attending a kindergarten program. Noah has recently transitioned from another early childhood service. The previous service provided developmental assessment documentation indicating that Noah was "below expected developmental milestones" in communication and social development.

At the current service, educators notice a different picture. Noah demonstrates advanced problem-solving skills, strong imagination and leadership during outdoor play. He creates complex games with peers and communicates detailed ideas through drawing, movement and play narratives. However, Noah rarely participates in adult-directed group discussions and becomes quiet when educators ask direct questions.

Noah's parents are concerned about previous assessment results and request additional assessment because they worry he may "fall behind". They also express that Noah communicates confidently in their home language and family environment.

The teaching team is uncertain whether to conduct further developmental screening or focus on alternative assessment approaches that capture Noah's broader capabilities.

Case Study 2

Lucy is a 5-year-old child attending a preschool program. Educators have documented that Lucy "requires support with language development" because she often observes rather than verbally participates during English-based learning experiences.

The assessment records show limited examples of Lucy's verbal communication. Based on these records, educators suggest referring to Lucy for additional language support. However, Lucy's family disagrees with this interpretation. They explain that Lucy communicates fluently in two languages, tells complex stories at home and actively participates in cultural storytelling activities with extended family members.

A newly employed educator questions whether the assessment documentation reflects Lucy's actual abilities or whether the assessment process has unintentionally measured English language confidence rather than communication competence.

Case Study 3

A large early childhood organisation introduces an Artificial Intelligence-supported digital assessment platform. Educators upload observations, photographs and learning records, and the system generates suggested developmental interpretations and curriculum recommendations.

The organisation promotes the platform as improving consistency and reducing educator workload.

After several months, concerns emerge:
Some educators rely heavily on AI-generated interpretations rather than analysing observations themselves.
Some families question how children's images and developmental information are stored.
Educators notice that children who engage in quiet, creative or culturally specific forms of learning are less frequently identified by the system.

The educational leader believes technology is necessary for quality improvement but wants educators to maintain professional judgement.

Case Study 4

Ethan is a 3-year-old child enrolled in an inclusive early childhood service. Ethan has recently received a diagnosis of autism spectrum disorder.

Ethan's educators observe that he demonstrates strong memory skills, exceptional interest in numbers and detailed knowledge about topics of interest. However, Ethan finds transitions challenging and sometimes avoids group experiences.

The inclusion support coordinator recommends implementing additional assessment processes to monitor Ethan's developmental progress. Ethan's parents are concerned that frequent assessment may cause educators to focus only on Ethan's differences rather than his strengths. They want the service to prioritise belonging, relationships and participation.

Some educators believe detailed developmental tracking is necessary to demonstrate progress and access additional support funding. The team needs to determine how assessment can support Ethan without reducing him to assessment categories.

Case Study 5

A kindergarten teaching team assesses children's learning progress before transitioning to school. For one child, Isabella, educators have developed very different interpretations.

Educator A believes Isabella demonstrates advanced social competence because she supports younger children, negotiates conflicts and initiates collaborative play. Educator B believes Isabella requires additional support because she rarely completes structured learning tasks and avoids writing activities.

The educational leader reviews the assessment records and notices that educators have collected observations in different contexts and used different criteria when interpreting Isabella's learning. The family requests a meeting because they have received inconsistent information from different educators.

Group Case Study Report Requirements

For the selected case study, students are required to critically analyse the assessment dilemma presented and develop an evidence-informed professional response. The report should demonstrate an advanced understanding of contemporary assessment theories, research, ethical responsibilities and professional decision-making within early childhood education contexts.

Students are expected to critically examine the key assessment issues within the case study, including the factors influencing assessment decisions, different interpretations of children's learning and development, and the potential impact of assessment practices on children's identities, participation and learning opportunities. The analysis should move beyond description by exploring underlying assumptions, competing perspectives and the complexities involved in making professional decision-making judgements.

Students must apply relevant assessment theories, contemporary research and early childhood frameworks to analyse the case study. The discussion should demonstrate an understanding of how theoretical perspectives influence educators' approaches to observing, documenting, interpreting and responding to children's learning and development. Students should draw on current academic literature and relevant frameworks, such as the Early Years Learning Framework (EYLF V2.0) and the National Quality Standard (NQS), to support their analysis and justify their professional decisions.

Students are required to critically evaluate a range of assessment approaches that may be appropriate for the case study context. The report should explain the suitability of selected assessment strategies and discuss their strengths, limitations and implications for practice. Students should consider issues related to the validity and reliability of assessment information, educator interpretation, professional judgement, ethical responsibilities and the importance of using multiple sources of evidence when assessing children's learning and development.

The report should critically consider ethical, cultural, inclusive and equity issues related to assessment practices. Students should examine how factors such as children's cultural backgrounds, language, identity, abilities, family circumstances and learning environments influence assessment processes and outcomes. The discussion should demonstrate an understanding of strengths-based, culturally responsive and inclusive assessment practices that recognise children's capabilities and promote equitable participation.

Based on the analysis of the case study and relevant literature, students are required to develop an evidence-informed assessment response. The proposed response should explain how educators would collect, document, interpret and use assessment information to understand children's learning and development. Students should demonstrate professional judgement by recommending appropriate assessment strategies that respond to the specific needs, strengths and contexts presented in the case study.

Students must also discuss how assessment information can inform intentional teaching and curriculum planning. The discussion should explain how educators use assessment evidence to design meaningful learning experiences, adapt teaching strategies, evaluate children's progress and support ongoing reflective practice. Students should demonstrate an understanding that assessment is an ongoing process that informs curriculum decision-making rather than a one-time measurement of children's abilities.

Finally, students should examine the importance of collaboration in assessment processes by discussing the roles of children, families, educators and other professionals. The report should explain how children's voices and perspectives can be incorporated into assessment, how families contribute valuable knowledge about children's learning and development, and how collaborative partnerships support ethical and holistic assessment practices.
