MetroCare Health Services is a large Australian healthcare provider operating hospitals, medical centres, pathology services, and telehealth platforms. Its growth has resulted in separate legacy systems for patient records, appointments, billing, pathology, and staff scheduling.
These disconnected systems cause duplicated patient information, appointment delays, reporting errors, inefficient resource allocation, and difficulties sharing information between facilities.
MetroCare plans to introduce an integrated cloud-based health information platform supported by automation, data analytics, and artificial intelligence.
Your Role
You are a Business Analyst engaged by MetroCare to investigate its current problems and prepare a strategic digital transformation proposal. Your recommendations should improve system integration, service efficiency, patient experience, information security, and organisational innovation.
Assignment Requirements
Introduction and Gap Analysis
Describe MetroCare's current technology and operational environment and propose its desired future state.
Analyse gaps relating to:
patient information management;
appointment and staff scheduling;
communication between facilities;
billing and reporting;
data security; and
service delivery.
Business Analysis Value Spectrum, Scope, and Approach
Apply the Business Analysis Value Spectrum to explain how business analysis can create value for MetroCare.
Define:
the business problem and objectives;
stakeholders and their requirements;
project boundaries and exclusions;
functional and non-functional requirements; and
the business analysis approach.
Use relevant BABOK knowledge areas and techniques to explain how requirements will be gathered, analysed, prioritised, validated, and managed.
Recommended Solutions
Develop and compare at least two solution options, such as:
implementing a fully integrated cloud-based healthcare platform; and
gradually integrating existing systems using APIs, analytics, and automation.
Evaluate each option based on cost, risk, scalability, security, implementation complexity, and alignment with MetroCare's objectives. Recommend and justify the most appropriate option.
Project Plan and Timeline
Develop key project milestones covering:
project planning;
stakeholder consultation;
requirements gathering;
system design;
implementation;
testing;
staff training;
deployment; and
post-implementation review.
Present the milestones in a visual timeline or Excel Gantt chart, supported by Project Management and Planning.
Risk Management
Identify MetroCare's risk appetite and tolerance regarding patient privacy, cybersecurity, system downtime, implementation costs, data migration, regulatory compliance, and staff resistance. Prepare a risk register containing the likelihood, impact, risk rating, mitigation strategy, and risk owner.
