What is Codifying treaty

Codifying treaty, meaning whereby, certain existing customary laws are codified in order to develop international law and make it binding between the states signatories  to  it  and  also  bind  the  non-parties  to  it  (e.g.  the  1961  Vienna  Convention on Diplomatic Relations and the 1969 Vienna Convention on the Law of Treaties).
