Words are imprecise. Interpretation of words and the passages in which they are contained is a difficult task, but one nonetheless that is required when Courts are asked to apply the meaning of a particular statute.

a) Discuss each of the four theories of statutory interpretation outlined in the text.

b) What are the problems with using the "legislative history" of a statute in determining its meaning?

c) Using only the case of United Steelworkers v. Weber discuss the competing viewpoints of the Justices in determining the meaning of the statutory provisions at issue in that case.
