Words are imprecise. Interpretation of words and the passages in which they are contained is a difficult task, but one nonetheless that is required when Courts are asked to apply the meaning of a particular statute.

a) Discuss each of the four theories of statutory interpretation outlined in the text.

b) What are the problems with using the "legislative history" of a statute in determining its meaning?
