All equipment that is critical to the plant's safety support; should always be located in a Safe Area (e.g. fire pumps, instrument/electrical equipment and an Emergency Assembly Area).

Safe Areas can also provide a controlled environment where welding can be carried out. On large plants or complexes it may be necessary to provide more than one safe area. An escape and evacuation plan review will determine if this is required.

Muster Area /Temporary Safe Refuges (TSR) can be an allocated space within an already functional room or could be a separate designated area solely for the purpose of accommodating personnel during an emergency. The size of the main Muster Area/TSR should be 1.5 m2(5 ft2) per person.

Safe areas should be placed with the following considerations:

• Upwind of hydrocarbon releases, and as far as practical away from high pressure hydrocarbon inventory.

• Where there is a quick and effective means of evacuation from the plant.
