This stage of a project is frequently either forgotten or underestimated and it can, actually, turn out to be a considerable piece of work. Many thought needs to be specified to what form of implementation is needed (gradual cutover, parallel run or big bang along with old system), which work should be planned as any other and proper estimates generated and reviewed by people along with experience in the region.
