Yes. Greensboro, North Carolina, faced this issue, and FCA was instrumental in trade with it. When the city uses its recycling program, it was necessary to participate against the private sector. To do that, the city had to know what it was eager to spend to execute the program. It was critical to be able to worth the program for the community and choose whether the private sector could meet Greensboro's standards and costs. At the present the city is running the service because it outperformed the private sector.
