All the persons working in the organization ( inducing managers and workers ) should be involved in TQM operation if it is to serve its purpose fully.

TQM is a strategic direction and such a direction can be triggered only by the top management. The commitment of the management to quality mission is of vital importance to promotion and movement of TTQM, culture within the organization. Developing organizational vision, mission philosophy strategies objectives and plan is the responsibility of the top management. Moreover to ensure that TWM is smoothly implemented necessary skills and resources must be invested in the organization. It requires every member of the organization to accept quality as his major are of responsibility. A positive attitude towards customer and constant enhancement of quality must be ingrained in the minds of the employees. Some of the practices which encourage teamwork and training employee involvement include suggestion system quality circles self managed teams participative leadership etc.
