Complete php/ html coding required for new jobs site

I have subscribed the domain for a new UK jobs site.

I really bought a crappy theme for it (can't name here; libel), anyway we want to delete it and get rid of it completely and start bespoke

I need a talented and awesome web designer to instead design me a bespoke as well as awesome jobs site - dedicated to the UK market (I as well have many other sites I'm looking to develop, however I have too many things going on at once so this will be my second of many I need to develop).

I need this site to be totally bespoke, so no cheating please and using templates. I am not sure if php or html is better, however I think php is better (any advice on what you think would be better is appreciated). No Wordpress except you really think this is suitable (I don't this will work for this site personally will end up looking too bloggy).

Desired Skills are MySQL Administration, HTML, PHP, Web Programming, FTP
