Previously, there was much emphasis on preparation of the end state ‘master plan', which was assumed to be sufficient for guiding and controlling future development patterns. It was found that such plans were too rigid, not taking into account changing life-styles, technology and other circumstances, and were not feasible to implement over a long term period. Now, the general approach being applied is that planning is a continuous process and must be flexible, depending on changing circumstances, but still achieve the basic development objectives.
