During tough economic times, it is not uncommon for organizations to cut their training and development budgets first, thereby impacting the workforce. Training is not seen as the panacea that it once was. Given this reality, assume there is a newly appointed HR Director of a large organization, and there is an assumption, maybe a reality, that employees do not have the competencies needed to adequately perform their duties/responsibilities.

What key performance indicators/metrics would you utilize to determine if your employees possess the necessary level of competencies needed to perform the essential functions of their job (Note: Avoid stating a survey).

Then, determine the most preferred/best method to train employees in today's work environment. Explain why this method. Ensure that the selected method is efficient, effective, and economical.
