In one of your regular walks around the building and in your casual conversations with teachers, you learn that one teacher, besides being a minute or two late most days, is not keeping up with his responsibilities. You check his personnel file. In the file, you find letters reporting that he is never in the halls during transition times, and when he walks to the cafeteria or the bathroom and sees trouble, he looks the other way. Instructionally, prior observations have indicated that he frequently assigns independent desk work to his students. Colleagues report that he frequently plays on his computer during class time (researching real estate, perusing shopping websites, etc...). The assistant principal reports that he allows his students to do whatever they wish, including moving about the room to chat with friends. The department chair reports that he takes a newspaper to read during departmental meetings.
