While states who choose to adopt the drinking age of 21 and receiving grant funding may lose that area of control; there are also many other areas of alcohol regulation that are not standardized and states choose how to adopt each of them. These include limits for blood alcohol content, demonstration of impairment, tolerance level for those under 21 (Hingson, 1996). This legislation has provided some additional highway safety through the use of the highway grant money, but it has come at the cost of state powers. This can be a slippery slope if expanded in other arenas. While the ends were positive in this case, the means may cause unforeseen issues in other areas of legislation including continual reduction of state powers for a source of funding. How do other countries compare to the United States in incidence of alcohol-related problems? Do any exceptions to Legal Age 21 exist under the National Minimum Drinking Age Act?
