What the government agencies are facing -- The Tomah VA Medical Center is one of numerous facilities in the VA system undergoing significant operational changes. The presidential administration change, executive orders, and RIF reduction discussions have led to extensive staffing difficulties, affecting many agencies' departments. The organization's staff faces multiple obstacles in reconverting pre-2019 team levels because of federal hiring restrictions and outdated job structure systems. Community Living Center (CLC) Neighborhoods perform annual staff methodology assessments, which the facility measures through NHPPD (Nursing Hours Per Patient Day). A review process delivers NHPPD data to the Associate Director for Patient Care Services for action to rise, drop, or keep NHPPD metrics at current levels. The position approval mechanism eliminated many vacancies due to non-filling during 180 days or longer. The system was first implemented to satisfy external performance targets for hiring speed. Departments needed to reinitiate the recruitment of positions previously eliminated by the staffing shortage procedures.
