The concept of hierarchy of controls should be used for safety preplanning and it's highly effective. When following the hierarchy it typically leads to the implementation of safer systems and programs. The idea is that the control method at the top of the list are more effective and protective that those at the bottom of the pyramid. Elimination and substitution is the most effective in reducing hazards but depending on stage of the project it may be inexpensive and simple to implement while existing processes it is the most difficult to implement. If the hazard is unable to be eliminated then we result into a substitution method to control the exposure. Engineering controls are used to remove a hazard or place a barrier between the worker and the hazard. Administrative controls involve identifying and implementing safe work procedures so your workers can perform their job duties safely. The findings of risk assessment will form the basis of safe work procedures. Finally, the last line of defense is PPE. In which employees sometimes do not realize that there are other effective methods if the hierarchy of controls is to be followed. This would be due to lack of training and company programs. With technology improving and also equipment there should not be a reason as to why procedures and programs can't be revised and also better training tools provided nowadays.
