It is March 14th and heavy rainfall has been hitting the eastern coast of NSW for several days. The weather forecast is calling for the heavy rain to continue for several more days before a brief period of lighter rain with more heavy rain to follow. The regional town of Lismore, which sits in a flood prone area due to the junction of several rivers and waterways has seen a rapid rise in water levels. Waterways are expected to hit flood levels by tomorrow morning; news that is devastating to a town still recovering from previous floods, and particularly, the flood in 2017 that left the town decimated. It is unclear at this point when the water levels are expected to peak but widespread flooding of the area is certain.

Your role is to swiftly develop a response plan that implements the relevant response procedures for the stakeholders involved. The response plan must be informed or guided by relevant, current disaster response policies and procedures relevant to the specific disaster area as well as utilise best evidence available relevant to the response to achieve optimal outcomes all stakeholders and affected population groups.
