Your task is to design a sound environmental policy that takes into account equity, efficiency, security, and liberty. You live in a community with one big problem - plastic pollution. Single-use plastics can be found in waterways and on roadsides. City Council has tasked you with developing a new policy to limit single-use plastic in your municipality. Make two arguments about what should be included in the design of the policy.

For instance, should your local government ban all plastic bags or charge a fee for their use? Should anything be done about single-use plastics? Will you include straws in your policy? Should straws be banned for private sale, should restaurants be required to provide biodegradable straws? What happens to individuals and businesses who do not follow the new law?
