Many ECEs express concern over the low quality of care for children with special needs in Canada. This concern is clearly supported by the research. In one recent study "Inclusion: The Next Generation in Child Care in Canada" (Hope, Irwin et al, 2004), 32 centres were evaluated using the ECERS-R. The results of this study demonstrated: 3 centres (9.4%) had quality scores in the inferior range 14 centres (43.8%) has scores in the minimal to mediocre range 15 centres (46.9%) had scores in the good to excellent range. A number of factors are important in creating a quality inclusive environments including; the physical environment, equipment and materials, the role of the director, support for staff, training of staff, provision of therapy, individualized program planning and inclusion of families as partners, and the facilitation of social interaction between children (Hope, Irwin, et al, 2004, p. 151).
