The techniques are many and varied, as you will see from your readings in Hatry. For your second paper I want you to concentrate on some very special topic areas - "Mission Statements" and "Logic Models."
Steps: Choose a NYC government agency and program to work on.

Create a "Mission Statement" for the PROGRAM you are reviewing.
