This opened the way for the Crush Group to negotiate a franchise in Iraq with an agency of the Iraqi government for the purchase of concentrates. The agreement was signed in Chicago by XYZ Ltd. , which had been reactivated to conceal United States involvement in the agreement. XYZ Ltd.'s policies were set by a board of directors in Chicago and the operations of the company were generally conducted from that city. All negotiations leading to the franchise agreement were conducted by employees of another company, Crush U.S.A., which was operated in the United States.
