Your organization, an Abu Dhabi-based public healthcare provider, is planning to introduce a pay-for-performance system to enhance the employees' productivity and motivation (Mainly the nurses). Your supervisor, the HR Director asked you to draft a plan for introducing such a system. He's particularly worried about the fact that pay-for-performance might not work well in public sector organizations, a theory that you reject.
