Case 1
You have been appointed as Human Resources Manager of Colombia Hospital, a multi-specialty private hospital operating in Kuala Lumpur.
The 150-bed hospital, with 300 full-time staff, provides outpatient, diagnostic, clinical consultation, and surgical services. The hospital began operations 10 years ago, started off as a general practice polyclinic with three doctors as partners. There were only four categories of staff then: doctors, nurses, administrators, and general workers. There were no set salary scales or remuneration schemes, and all salaries and allowances were decided on by the three doctor partners.
There has been a spate of resignations among the nurses and general workers as there were complaints that salaries and allowances were not based on qualifications and experience and that there were lots of discrepancies in salaries even within the same category of staff. The problems became more serious after Colombia Hospital was upgraded as a multi-specialty hospital. The frequent staff turnover due to resignations was hurting hospital operations.
The Management has requested you to make a comprehensive report on salaries and allowances for all staff, keeping in mind that there are the following major categories of staff working in the hospital: general workers (cleaners, gardeners, parking attendants, security guards, drivers), technical and maintenance workers (electrical charge men, laboratory technicians, general repairs and maintenance workers), general administration staff (receptionists, secretaries, cashiers, general clerks), and professional staff (general nurses and surgical nurses, medical officers and specialists, physiotherapists, pharmacists, and dentists).
