International Labor Organization Minimum Age Convention, 1973 (No. 138) - This summarizes the recommendations of the ILO regarding best practices for child labor. Despite this convention being ratified by most countries, there remains rampant violations of the convention across the globe.
Instructions:
In the U.S. the minimum age for employment is 15 years and there are legal restrictions on employment in hazardous jobs for workers under the age of 18 years. However, the US Department of Labor does not frequently update, add or modify the list of jobs that are identified as hazardous (i.e. hazardous orders). In addition, there are exemptions to the minimum age restrictions in agriculture, fishing and family owned businesses. Both of these problems create loopholes that leave many children exposed to hazardous working conditions in the U.S.
Provide 3 arguments in favor AND 3 arguments against full adoption of the ILO 1973 convention in the U.S. that sets the minimum working age at 15 years and employment in hazardous jobs at 18 years of age. Hazardous jobs include employment in the following sectors: agriculture, fishing, forestry, mining, construction, manufacturing, utilities and transportation.
How would you recommend making sure that the hazardous orders issued by the U.S. Department of Labor continuously reflect the hazards in the modern U.S. workforce?
