Question

In earlier chapters, Robertson discussed the beneficial aspects of federalism. However, in Chapter 4, the author demonstrates that federalism allowed for the persistence of racial issues in the United States. He lists 3 reasons:

1. Federalism allowed the states to decide whether to allow or abolish slavery.

2. Federalism allowed the states to prolong exclusion of racial minorities for generations.

3. Federalism has fragmented attempts to address the consequences of slavery, segregation, and white supremacy.

Robertson then uses the historical development of Chapter 4 to show how this occurred. My question is whether you think federalism can still be used in a beneficial way to address the consequences of these historical developments. Can you think of example of where the federal system has been or could be used in a generative way to benefit minorities? Keep in mind that "no" is an acceptable answer, but you'd need to explain why.
