Cranston is a small east coast city with a big problem. Situated along a major interstate highway, it has become a haven for street gangs and drug dealers because it has only a small police force and is less able than the nearby larger city of St. Michaels to arrest and prosecute these criminals. You recently moved to Cranston, and are worried about the future of your new city. As a hospital social worker, you know first-hand the effects of violence. Your friends encourage you to bring your concerns to the attention of the city council representative. You successfully convince the city council to fund a small task force.

The task force is composed of you, your colleague from the hospital, a city council member, the city attorney, a probation and parole officer (who is also a social worker), and the police chief. As a first step, the task force prepares a report recommending that the city take seven steps to reduce or eliminate the drug and gang problem in Cranston.
