Answer The question:

In both politics and religion, established institutions had to find ways of incorporating a flood of newcomers to the city.  But the  politicians seemed to have an easier time of it. Why was that?

Politicians have always seemed to have it easier when it comes to most things. I believe politicians had it easier when it came Newcomers because politics often times leads you to know various people all over, and in the world it's more about who you know not what you know. Politicians were able to bribe people fairly easy because they had so many different resources in their back pockets to use.

It was more like a tit for tat type of thing. Like someone mention already the politicians were able to give newcomers housing and jobs, which are  important things in order to be able to establish yourself and family somewhere, and in return for that they voted for them.
