Very often the general public poses questions regarding the physical and/or mental health status of our leaders. For example when Hilary Clinton was engaged in Bengazi testimony, she was closely scrutinized for her appearance which suggested a possible head injury.

Consider the weight of the HIPAA regulations regarding privacy compared to the public's perceived right to know the health status of our leaders, present and future (and in some cases, past, as per England's King George III!).
