You are on the emergency preparedness committee of your hospital, a midsized not-for-profit facility with two competing hospitals in the area. You are given the task of developing a plan to coordinate care with these competeing hospitals in the event of a natural disaster or an emergency. Your hospital already takes a disproportionate share of the uninsured and Medicaid patients in your community and is in a more precarious financial situation than your competitors. What are your concerns about entering into agreements with these facilities?

You are one of the competitors of the hospital described in Question 3. Your shareholders want to limit your financial liability and/or losses in the event of a natural disaster or emergency and are encouraging you to direct as much of the responsibility for care for the uninsured and Medicaid patient population as possible to other facilities.
