The tornado strike in Smith County has created a multiincident disaster. Clearly, coordination among multiple response agencies over the large rural area is required immediately. The Smith County Emergency Operations Center (EOC) is activated because the operational and logistical demands of this incident require multiagency coordination. The small EOC facility is augmented by an adjoining boardroom and several small offices. The EOC Logistics, Planning, and Finance/Administration Sections are integrated to form a Multiagency Coordination System (MACS). However, those sections are only partially staffed. By midnight, personnel from the State Emergency Management Office and the American Red Cross arrive to augment the MACS staffing.
