There are a number of ways to define poverty. Agreement is lacking on what exactly makes a person poor, although most agree that certain extremes are covered. For example, most people agree that not having a place to live or not having plumbing is an aspect of poverty. But most cannot agree on how much living space is enough or what constitutes adequate plumbing. What is poverty to one person may not seem so bad to another.

Define basic needs, using the examples here. If you have other issues that you would consider basic, please list them also and let us know why you think they are necessary or why you don't think they are necessary.

Is a telephone a necessity? What if you have young children? Is health insurance a necessity? What kind of shelter is sufficient?
