You have been hired as a city planner to help develop a new energy plan for an existing metropolitan area. You have been asked to consider all energy options and determine the best way to spend the initial budget. You can choose more than one option to address the city's energy needs. Be careful to remember this system will need to support the city as the population grows.

Your initial first year budget: $10 billion Budget for every following year: $1 billion Energy needed to power metropolitan area: 3,000 Megawatts
