It is normal to for procurement process to trying to avoid bad practices and collusion attitudes when financial resources are involved in negotiation. IBP USA Staff (2004, pp.154-155) explains general principles to cover tendering process under the rule of avoiding risks in post-tender negotiation or other issues that affect the right execution of provider selection.

There are five recommended points to reduce risks described above like publishing bidding information to ensure open and honest competition. On the other hand, Bovis (2008, p.97) describes a framework to address right post-tender negotiation process based on documentation and justification of why you decided to start with PTN.

If you notice, post-tender negotiation is not forbidden by all companies or public systems, but PTN process must be supported by a framework or procedures that allow to organization audit and check that everything is well being addressed.
