The office of Minority Health of the US Department of Health and Human Services issued its final report of national standards for culturally and linguistically appropriate services(CLAS).

In this report it describes culturally competent care as care that is in a language that the person fully understands. The Institute of Medicine (IOM) performed a lengthy study, and it was determined that despite scientific medical advances, the poor and non-white ethnic minorities ranked lower in health status on numerous measures. This report also highlighted the need to recruit more minorities to enter the health professions and for those already in practice to develop cultural competence.
